This project consists of work associated with Monongahela River Locks and Dam no. 3 (also called Elizabeth Locks and Dams) demolition, establishment of the new navigable channel and stabilization of the monoliths to remain after construction.

The Ft. Eustis Bridge, the entrance to Joint Base Langley-Eustis, was widened during its reconstruction to provide better access.

This design-build project replaced the structurally deficient Darden Memorial Bridge on Meherrin Road (Route 35).
